Guests under 14 can wear costumes and character-style dresses in Disney parks, at both Disneyland and Disney World, year-round during regular park hours — this is a longstanding, official policy, not just a Halloween-season allowance. What Is the Age Limit for Costumes at Disney?

The line is drawn at age 14. Guests 13 and under may wear costumes and dresses; guests 14 and older generally may not, except during specific ticketed events (like Halloween party nights) where adult costumes are permitted within stricter guidelines. Can Adults Dress Up at Disney?

Not in full costume on a regular park day. At both Disney World and Disneyland, guests 14 and older can't wear costumes, and that includes cosplay. What adults can do:
